Hi,
Workday is the source of truth for Okta. Hence, if the Okta user account is suspended manually, does the account get reactivated upon the next Okta and Workday sync since the account is still in active status in Workday?

Generally speaking, the expectation would be for the user to be reactivated if Workday is the Profile source, but it would depend on your current configuration.
In the Admin Console, go to Applications > Workday app instance > Provisioning > To Okta > Profile & Lifecycle Sourcing section and see if you have the "Reactivate suspended Okta users for When a user is reactivated in the app" option selected.
