Email Template customized, user still receives default

I customized the User Activation email in my preview tenant to reflect some branding & custom messaging.

Everything looks good in the code preview or when I click on the Send Test button.

However, when I create a user they still receive the default template.

 

Is there something I need to set? Is this a known behaviour with the preview tenants?

    If the org was created recently (after spring 2024), it may be because of the absence of a custom domain. You can read more about it here:

    Customized Email Templates Are Not Working with Okta's Default Email

    The restriction was set in place as a security measure against phishing attacks.
