We would like to have an alert email sent out anytime a users MFA is reset or changed. This will allow our small team to quickly audit if it was an approved change or if something malicious is going on.

The out-of-the-box system notifications that you can enable are available under Admin → Settings → Account.
Unfortunately, a notification for your use case is not available.
You can look into implementing a custom solution with Event Hooks perhaps or Workflows.
In the meantime, you can also suggest this type of notification as a Feature Enhancement on the Okta Community page by going to the Community→ Ideas tab. Features suggested in our community are reviewed and can be voted and commented on by other members. High popularity will increase the likelihood of it being picked up by the Product Team and it being implemented.
