i am developer from Datarails organisation
at 2019 we developed application for SAML authentication in OKTA
it was developed by some of our developer (unfortunately we can’t reach out this developer any more)
but now we need to add some changes to this app
and we don’t have access to settings of this app
can okta support help us to get this access again?

I'm not with Okta but if you are talking about your OIN template (https://www.okta.com/integrations/datarails/) you could go here --> https://oinmanager.okta.com and login and see if there is a way to access your existing OIN template project or request access.

Please note that you'll need to sign in on the "OIN manager" site with credentials for the org that originally submitted the app. If you don't have access to that org due to your missing developer, you'll need to discuss the matter with the support team.
