Hello,
When I look on okta support how we can download okta access gateway (here: https://help.okta.com/en/prod/Content/Topics/Access-Gateway/deploy-download-ova-vmws.htm) it is write that it is in Settings> Downloads in the Okta Access Gateway section but this section does not exist in my tenant. Can you explain to me if this is normal and how I can download the OVA?

This is a feature that is not enabled by default on any of the orgs. You will need to contact your account representative and discuss about enabling this feature.
