When logging in from home network, user gets 403 error indicating lack of permissions to run -sign-in.min.js. Yet when user makes use of a hotspot on their phone (instead of their home network) the login works fine. Their home network appears to work fine for everything else.

I did some research regarding the behaviour that your user is encountering and this 403 Access Forbidden error might be caused due to some Blocklist network zones configured in your Okta tenant, therefore I would recommend to double check those settings and make sure that the IP used when the user is authenticating from home network is not added there.
Additionally, I would suggest to check the system logs for this users and see if any additional information can be found there that could indicate the root cause of the issue. You could also try to capture a HAR file while the issue is being reproduced to identify why the user receives this error message.
My advice would be to also leverage the Okta Developer forums for this type of questions and take advantage of their expertise.
