A user is unable to access Okta from his home network.
The only way he's able to do so is from his mobile network

could you provide the system log when the user login failed. I think there error message in the system log and you can find out why.

If the IP that he is using on his home network is blocked, you can review the Network zones and see if that IP is listed there or is part of a zone that is not allowed.
Additionally, as Hengfeng suggested, please review the system log on his authentication request and see why his access is blocked from his home network, there you will find the real reason of his forbidden access.
