Chiclet pixel dimensions look low res no matter what size they're exported at

We have created custom tile artwork for our apps and the resolution looks VASTLY different depending on which screen we view from (retina vs 1080p). Ive tried the following widths, 1400px, 512px, 420px, and 109px. Everything looks terrible on one of the screens. Is responsive scaling supported? How can it be that I cant provide my organization with tiles that are legible on 2 common screen sizes?
