Mapping application username to Okta username for import

My org is trying to add an SWA application to Okta for SWA sign on. We have a list of email addresses which serve as usernames that have been exported from that app for a CSV import into Okta. When I try to import the CSV, none of my usernames are recognized (the import suggests to create a new Okta account). I tried to edit the mappings to allow the email to be brought over so that the accounts would be recognized. This allowed me to create new users where the email addresses were pre-populated in the right side of the import form, but it did not recognize the accounts (it suggested creating new accounts for all users, even those who use those existing emails as their okta email/usernames).

 

What am I misunderstanding about the import process? How can I import a list of usernames from an app that Okta would recognize as a list of usernames that already exist within the Okta system for an assignment?

    As a clarification, I am trying to import the users into the application so that I can either create any users that don't exist in Okta already, or auto-assign the application to existing users, but I am not able to get the usernames to be recognized.
