No one in my office has super admin permission. Therefore we can't reset multi factors. Does anyone know how I can go about finding out who would have super admin access?

Just check if anyone has the permission to create the API administrator. If Yes, then Create the API administrator & Login to Okta with that API Admin.
Create a token & you need to use that API token to invoke the reset factor API. It should work to reset the MFA for the specific User.
