From what I can find in the documentation, it seems that Okta relies on AWS to host its infrastructure. But I wonder, if I want to keep my data away from AWS (let's not start a discussion why one would want that), is it possible to host Okta in another cloud, or even on premise?

Okta is a cloud service that uses AWS as their back end which no on prem option. If you're opposed to AWS I do not believe Okta is an option for you, but you should talk to them directly about your concerns.
