I use T-Mobile as my provider and all activation calls are being sent directly to voicemail which is the setting for spam calls. Are your phone numbers listed to avoid being marked as spam?

I use T-mobile as well, but did not experience this issue.
Check if there is any such setting configured on your phone for unknown numbers.
