    Perhaps the user is being moved to a group for disabled users that provisions to that OU? Also check your group priority order. See this.

    Right on, so I do have that enabled and a rule that adds users to a group and assigns them to AD. However I don't see how to manage what OU the user ends up when disabled or deprovisioned
