I have customers who claim that when we created and activated their users (using the API) they are not receiving any activation email. We have other customers who do receive the emails so I'm fairly certain that we're using the API correctly. Is there any way I can verify that okta attempted to send these emails? I do see and "Activate okta user" event in the okta system logs for the users reporting the issue but I don't know if that's enough to ensure that okta sent an email.

Hi Rob,
At this time there is no way to verify within the logs if an activation email was sent. However, should you like to check to see if we're possibly blocking it or if we have the information on our backend logs (which we should) of the email being sent. Please raise a support case and we can investigate that for you.
