Attempting to setup an account for myAuth utilizing Okta to authenticate on army.mil portals. When I try to "create myAuth account" it says that email is already in use or cannot be used. When trying to "forgot password" I get an error of "Reset password is not allowed at this time. Please contact support for assistance". Who do I contact or how do I rectify this?

In this case you will need to reach out the Support for the Site you are trying to access as they will have a way to provide assistance with this issue. Unfortunately we also do not have contact information for them, to point you in the right direction.
While Okta provides the Product (Okta Verify app), your company, institution, or service provider handles individual account management (like MFA reset or password management) and access policies (such as recovery options or alternative factors).
