How to bypass Okta Dashboard for application cloud services accounts, for example. 0365 in federated domain?

I'm not sure I'm understanding your question but if you are going to the Okta Dashboard to access an app that is called Identity Provider (IDP) initiated login. You can bypass this by performing a Service Provider (SP) initiated login using a URL like "https://www.microsoft.com/en-us/microsoft-365/outlook/email-and-calendar-software-microsoft-outlook" or desktop client app like Outlook in the case of O365.
When you perform a SP initiated login and you don't have an active SSO session you'll be prompted to enter your username on a Microsoft page like "https://login.live.com/login.srf". When you enter your username and press "next" you should get redirected to your Okta tenant to complete the login.
