I have tested this and I know it doesn't work adding a user to a group that has Admin rights, but is there a way to make this work using Access Requests in OIG:
User requests admin rights for 8 hours, request is approved, user is added to the group (with admin rights) automatically.

This seems to be expected, similar to what we have for the Group Rules feature - for security reasons to prevent accidental proliferation of admin permissions.
That being said, it's my understanding that automation in this sense might be achievable via Okta Workflows, although I would not be able to provide details on the implementation.
If you are interested in pursuing the Workflows route, check with the Workflows Discussion group where you'll find our SMEs , weekly community office hours or if you have an account with us, open a case to discuss the matter with our Okta Support team. That being said, design implementation might fall in the realm of Professional Services.

Hi @KathyT.73511 (Anthropic Identity) - I ran this by my OIG colleagues and they referenced this part of the Request type article. So it seems that the "Govern Okta Admin roles" is the way to go about this.
