We're moving to a different domain. What are the best strategies for Okta config? Can Okta handle 2 different domains?

It depends on how you want to architect this, but you could even achieve this through an Okta Org2Org architecture. https://help.okta.com/en-us/content/topics/provisioning/org2org/org2org-integrate.htm
Okta can handle multiple domains through custom brands. but be aware that no matter which route you go itll involve your okta tenant session cookie changing to a new domain. So any app integrated on the old domain will have to be migrated to the new domain to get true SSO across apps.
Youre going to do 1 of the following:
1) spin up a new okta tenant IE: oldbrand.okta.com to newbrand.okta.com (too much work)
2) spin up a custom domain on your current tenant and then migrate all SAML/OIDC apps to point to new domain
