When creating a user in Okta, the user creates the user in GWS, but when suspending the user in Okta, it doesn't work in GWS.
We checked the provisioning to app settings and found that the options to deactivate users, update user attributes, sync password, and create users are enabled.

@RafaelaF.75739 (Customer) -- If the scenario in the article that Paul linked you matches your issue I would also suggest determining if Google has a method to perform the deactivation step in this scenario via API(s) or if it is limited to their UI only. If so, this is something you may be able leverage in Event Hooks & Okta Workflows to automate.
Maybe as a workaround, instead of deactivating the user, you could suspend the user in Okta, which will kick off a workflow that will move the user into a different group that is assigned to an OU in Google (that does not have a license assigned), then the user can be deactivated through the workflow.
When the user is deactivated in Okta, it should deactivate them in Google.
Might be terminology but in your original question you said "when we suspend the okta account". the suspend state doesn't push and deprovisioning events. only the deactivate state
