Overview
Google Workspace users are not being deactivated when they are being de-provisioned from Okta, even though the Google Workspace app in Okta has the provisioning settings set to "Deactivate Users" when they are removed from the app.

Cause
Google is set to Auto-Assign licenses for users, and Okta does not have permission to remove the licenses that were automatically assigned to users in Google Workspace. Because of that, the user will not be deactivated on Google's side.
Solution

To resolve this, it is required to either deactivate the user manually on the Google Workspace side after it was de-provisioned from Okta or disable the option to Auto Assign licenses inside Google Workspace. 

Auto Licensing can be disabled for users from the Google Workspace admin panel by navigating to the Billing section. 

NOTE:  We recommend contacting Google Workspace before changing the licensing/billing settings for the Google Organization.
