Hi
While creating more than 10 users , Getting error Free plan 10 active user limit reached.
This org has reached the maximum 10 active users. Please deactivate users first or contact us for an enterprise plan.

Because you are using a Free plan, you can not have more then 10 users. This is the current limitation of the free plan.
