Your organization requires an offline method to verify your identity. You don't have an offline method set up.

An administrator must update your machine.

 

I reset authenticators and password. All devices were removed, No devices registered to this user, after resetting Authenticators.

Restarted the computer after all of this and met with the constant error.

    Password expired. User is now in one-time password mode.

    Device is bricked.

    Based on the limited information provided by you, it is unclear what product features and what context you are referring to, but I'm assuming this is related to the Okta Device Access feature.

      • If you ever run into this issue again, that means that you have exhausted your login attempts without enrolling offline factors. The default value is 50 attempts.

        I bypassed it for the user by modifying the registry.
        HKLM\Software\Okta\Okta Device Access\User Policies\user@domain (or character string)
        Delete keys
        LoginsWithOfflineFactorCounter and LoginsWithoutEnrolledFactorsCounter
