Hi there,
We have a different Salesforce group for each profiles (eg. Finance, HR, IT....). But when assigning users to Finance group, I encountered following error.
Other groups works fine. I know I can follow the above steps to try to resolve the issue, but I am just wondering how come it works for other groups and it doesnt work for finance group.
Any help here will be highly appreciated.

The Okta-Salesforce provisioning feature leverages the Salesforce API to perform the requested actions. What you are seeing is the Salesforce system's automated response to the requested task. If I'm reading this right, there seems to be some kind of restriction put in place for the particular group/profile you are trying to leverage.
My advice would be to review the Salesforce side of the configuration to compare the groups that work with this one to see where the differences are, and if needed, perform the suggested changes to the configuration.
I also recommend reaching out to Salesforce support to clarify the differences if needed.
