Admin Receiving 403 Access Forbidden - Roaming session detected for user

One of our Okta admins is receiving a 403 Error when attempting to access our Okta resources, and the error logs are showing that they were denied access. Looking into it, the DisplayMessage field shows "Roaming session detected for user" and it says the reason is that their IP address changed even though they were on the same network the whole time...

    This could be VPN related, but there's no way for me to tell from my end. The Okta Community Questions forum isn't really meant for in-depth troubleshooting.
