Unable to Provision Users to Microsoft 365 using WS-Federation or SWA

I integrated our Microsoft 365 domain to our Okta using WS-Federation Method. I also enabled the Microsoft Graph API permissions. But I am not able to provision our Okta users to Microsoft 365. I have to manually create the same user account in Microsoft 365 and then I have to assign them an immutable ID. This does not help because I have to create user in both places. What I want is to create the user in Okta only and then assign them Microsoft 365 license from here. So basically users should be pushed from Okta to Microsoft 365.

 

I tried all the steps in documentation and tutorials but I am not able to enable Provisioning.
