If an application is only capable of using SWA will it be able to provision users access? An example I have app A using SWA for authentication assigned to user A. User leaves the company and we disable the user in Okta. Will this also remove his access to the cloud app if he goes directly to the login page on the apps site?

SWA is that provides Single Sign-On (SSO) functionality to external web applications that don't support Provisioning/Deprovisioning capability. Application should supported SCIM protocol If you want to use Provisioning/Deprovisioning functionality.
