We have detected a number of WebAuthn factors in our tenant with PENDING_ACTIVATION status.
What does it mean? What are common causes of this status? How does someone partially enroll a webauthn factor?

Pending_activation would indicate that the factor has not been activated. User has been enrolled into the factor but has yet to configure it.
The reason for this would be that the users are not using WebAuthn factor and they are using a different factor.
