When provisioning an SSO user when do we create a user in our host system

We have two problems to solve. How to create a new user in our host system when a new SSO user comes in, and how to assign namely role and clientId to that new user in our host system,

When a new SSO user is created in okta would it be better to set up an inline hook or an event hook so that we can create a user in our system.

 

When using the above mentioned hook, can we pass a parameter to that hook that states what client/identity provider it came from?
