Lost my Job, need Okta multi-factor for Unemployment in NYS, changed phones now I'm locked of Okta. When I want to access my unemployment account it goes to Okta and "Pushes verification" only it doesn't push it to my phone and there are no other options. I can't set up my account on Okta app because it was created for my old job email.

While Okta provides the Product, individual account management is handled by your company or service provider.
Please reach out to the company's or service provider's IT support or Help Desk so they can help with login issues and provide further assistance.
