User 1 logs into company network account and verifies with Okta Verify. User 2 would like to connect to Okta and use the same applications as User 1. However, verification for the User1 goes to User1...how can User2 use the same applications?

Hi! Although the situation that you are referencing is technically possible, it is not recommended. Each Okta user should be tied to a legitimate identity. This is true not only for the purposes of MFA, password management, etc. but also for the purposes of auditing, tracking user actions, logins, behavior, etc.
It would be recommended that user2 (in your example) has their own dedicated account, with a dedicated Okta Verify device, and that they are simply assigned the same applications from within Okta as User 1. Any other solution would really negate the security and user experience benefits of utilizing a platform as advanced as Okta.
