Can google workspace logins continue to be our primary source of truth for users and sync those over to Okta to integrate with other applications? I am not interested in creating our users in Okta but am interested in Google provisioning them in Okta.

You can add Google as an IDP in Okta and use JIT Provisioning for users to be created upon login, this should remove the need for user creation by an admin.
