A member of our IT Ops team informed me that the 2 servers where our Okta AD Agents are located on in Azure have public ip addresses. They concluded that public IPs were not needed for these servers but wanted to verify with my team (InfoSec) that they can remove the public ips. Can the public ips be removed on these?

As long as the AD agent does not connect on these IP's, then these IP's can be blocked without a problem.
