I have just got a new phone and reinstalled the Okta authentication app and it is asking me to verify my log in using the said app (which I am logged out of). Not sure how I can by pass this to log back into my account.

You need an MFA reset on your account. For this please reach out to your Okta Administrator/IT Department/Helpdesk, which can do this for your account and then you will be able to set it up again on your new phone.
