We have Shanghai and Beijing branches that cannot access Okta. Only recently have they been getting "timeout" errors when trying to access. Following this article did not improve our situation since they are not being blocked by the Chinese firewall: https://support.okta.com/help/s/article/Users-in-China-are-not-able-to-log-into-our-Okta-tenant?language=en_US
We do not use IP-based restrictions.

I have looked internally and there was nothing to indicate an issue on Okta side. A time out issue could be related to on ISP latency or outage.
Or if your users are AD mastered, it could indicate a problem on the AD server where it could be unreached.
