Hello,
I accidentally removed a user from the group where this user was added by a group rule.
I tried to deactivate and activate a group rule, but the user wasn't added to the group again.
Is this an expected behavior?

Yes, that is expected behaviour. Manually removing an user from a group sends them to the exclusion list. Check this article out for steps to remove them from the exclusion list:
