User changed password and outlook desktop client is showing disconnected as Okta sing in page is not prompting. Actually, it prompted once and user ignored it once and now it (Okta) is not prompting anymore. As a result, Outlook desktop client is showing disconnected and not receiving any updates on Outlook. User re-lunch Outlook, Restarted machine and re-built Outlook profile but no luck. It happened with multipole users. However, User is able to user webmail for Outlook fine.

Also, I seem to vaguely remember this can be tied to issues around Modern Auth, the operating system of the machine, among other factors. Could you provide some of those details, assuming this is still ongoing?
Also as the above states, I would also clear out all the credentials on the machine as well in the credential manager as a method to work this as well.
