According to https://help.okta.com/en-us/Content/Topics/Security/policies/about-password-policies.htm, "The default policy can't be edited". However, I went into the policy called "Default Policy" and was able to edit it:
Why am I able to edit this policy when the documentation says I cannot edit it? Is this in fact not the default, but someone has just named it as such? If so, where can I find the default policy?

Default Policy can be edited, default policy is the lowest priority policy that is only used, when there are no other policies configured. However it is recommended to not to edit the default policy, and create a new password policy according to your needs and restrictions.

Hi Mihai. The previous post doesn't mention anything about the ability to edit the default policy.
That's fair. I just meant that you should open a case so one of my Support colleagues can set up a meeting and go over the entire implementation with you.
Reviewing the matter, that line was most likely meant to say "default rule" not "policy" - that is what can't be edited.
The Default Policy, cannot be deactivated or deleted.
