I was wondering if anyone has ever been able to set up their users to only have access to their Costpoint login through Okta. Essentially we want no one to know their passwords and just be able to sign up with their Okta account and then have the ability to log in to Costpoint.

I've browsed the OIN (Okta Integration Network) catalogue and I could no find an out-of-the-box integration for Costpoint, so you'll need to check with them if they support SSO integrations such as SAML.
If they do, you should be able to leverage the Application Integration Wizard to set up a custom deployment.
It's fairly straightforward, however, it depends on them if they enforce just SSO or allow password authentication at the same time. While most service providers typically only allow SSO once configured, I've seen some that do not respect that rule.
