There is an "Atlassian Cloud" app available in the Okta Integration Network (OIN).
Login to the Okta admin console of your Okta org and navigate to Applications > Add Application > search "Atlassian Cloud" > Add, then follow the wizard to setup the app.
You'll be presented with an option of configuring a SWA app or a SAML app. If you choose to configure SAML, there will be a "View Setup Instructions" button, which will provide you with the steps to complete the integration.
