I'm trying to log in my DEV account and it results on an error message "Unable to Log In".
If I retry to forgot password, receive by email, I do get an email, but the email says that my account can only be reset by an administrator.
But I am still stuck outside.
SOmehow I was able to log in here, but I cannot access my instance.
Please advise

This is because Self service password reset policy is not enabled for your org . You can request your org admin to reset the password for you .

But I am the admin of my instance!
But somehow my credentials are not working to log in anymore and I cannot open support tickets.
