I see how a custom admin is able to manage users, groups or apps, but it isn't clear how they can manage identity providers, that doesn't appear to be an available object that can be managed. Is there a way to allow a custom admin to at least view Identity Providers in an Okta tenant?

Depending on the type of Administrator, you have access to different actions and information within the Admin panel. Based on the below article, only Super Administrators and Org Administrators are able to modify the data in the Security > Identity Providers tab.
