I have disabled it under General >security notifications. Is there any other places we have to disable the "welcome to okta" ? after importing users from AD welcome have gone to all the user - we would like to disable the welcome notification?

The option you are looking from is under Okta Admin Dashboard→ Customizations→ Other→ Display options.
You should be able to toggle it off/on from there.
