We have security groups and rules we would like to move from one Okta tenant to another. Also, I want to add the new Security groups in my excel sheet to Okta.

At this moment there is no way to export/import Groups and Group Rules from one tenant, they need to be created manually.
You can also create the through API or create a script for this action.
