Is it possible to suspend or deactivate users that were created in Okta by the AD Agent using data imported from the CSV Directory Agent? Since AD is the authoritative source, I assume this isn’t possible. If it is, could you please explain how?

If the CSV directory has profile and lifecycle sourcing enabled and is of higher priority than AD, then yes, the CSV will disable AD-created users. You may need to use the Workflows console or API. Have a look at the following articles for more details:

Yes as long as the CSV directory is higher source priority and you've properly matched the CSV user to the okta user
