I bought a new iPhone, my okta verify is going to the old, how can I get okta to use my new iPhone? I'd like to delete the content and gift my old phone, but I have been keeping it just for the sake of Okta, there must be a way to verify with my new phone?

You'll need to reach out to your company's Help-Desk or IT department to help you with the enrollment process on a new phone.
The process itself is not complicated but it does require action on the administrative side of things.
