I can't finish setting up my email account on my iPhone because the okta authentication doesn't work

The above URL states that this is due to IMAP not being enabled in Google Workspace, so I checked the IMAP settings in Google Workspace and it is enabled.

Thanks for posting.
Some possible reasons why this is happening are
1- The G Suite application you have configured in Okta is configured with Secure Web Authentication and not SAML.
In that case I recommend you this document:
How to Configure SAML 2.0 for G Suite - https://saml-doc.okta.com/SAML_Docs/How-to-Enable-SAML-2.0-in-Google-Apps.html
2- If the Okta logs do no show the user signing into to G Suite through Okta your G Suite application may not be configured correctly
3- There is an SSO bypass.
