Is there a way to use the API to send a notification to an end-user?

I'm working on an app that allows users to create requests for Okta resources, at the moment they can request that a new group be created. I'd like to use the okta notifications to send a message to the user the when their request is rejected. I've had notifications when people request my approval to join a group and I know rejecting those requests cause a notification/email to be sent. I'd like to do something like that. The email would be nice but the notification on the dashboard would suffice.
