I'm trying to send emails to users whom account will be deactivated and deleted later using API, but I trying to understand how to configure the emails and triggers needed

At this time we do not have Deactivation e-mails on Okta side. However you can add a Feature Request on our Idea section, for a chance that this functionality to be added in the future.
