I am trying to set the Default Redirect on the self service registration screen to
http://researchstudyonline.com:8181/index.php/Configure/report_generator_amazing
as a custom URL and I am getting this error:
'http://researchstudyonline.com:8181/index.php/Configure/report_generator_amazing' is not a valid redirect URI
What is wrong with that URL?

From the Okta Admin Dashboard, could you please go to -> Security -> API -> Trusted Origins -> Add Origin, and add your URL to allow CORS/Redirect.
After the adding the url here, you should be able to set it as a custom redirect for Self-Service Registration.
