Get additional QR code for second MFA Device "Your Organization does not support sign-in verification"

We have users that are issued company iPads and they want to use their iPad's Okta verify app on the iPad for MFA prompts but they have already enrolled their personal cell phone's Okta verify app. How can I, as the Okta Super Admin, allow users to enroll multiple devices Okta Verify apps? When they try to skip the QR code step and "manually" enroll, they get the error shown in the image below saying "Your Organization does not support sign-in verification".

 

So if they follow the steps outlined... it doesn't possible to regenerate another QR code.

 

Is there a setting as an admin that I can allow enrollment of Okta verify WITHOUT a QR code or via "Sign in verification" as the app implies is not allowed?/help/servlet/rtaImage?refid=0EM4z0000027Uzf

    This depends on if you are planning to use Okta Verify with Push? You can only have one device assigned to a user with Okta Verify when Push is enabled. If Push is not available you can use the QR code to assign the token to two devices (if done at the same time).

      Is there a way to enable Sign-In Verification for this? My org can't find any method to do so for users to enroll in Okta Verify. It seems the QR code is the only method.
